- Inhalt
- Governments and legislatures are central decision-making arenas in democratic political systems. Governments (understood here as the executive branch) draft and implement laws and other public policy instruments, while legislatures pass laws and serve as core arenas for political representation and debate. Especially in parliamentary systems of government, these two arenas are closely interlinked because governments need legislative majorities to pass their programs and remain in office. In multi-party systems, this interdependence usually requires the formation of more or less permanent coalitions between multiple parties, making coalition research one of the most developed research areas in comparative politics.
This seminar provides a research-oriented introduction to executive-legislative relations in general and coalition politics in particular, with a focus on advanced parliamentary democracies. We cover topics such as types of governments (single-party vs. coalition; minority vs. majority ...), cabinet formation and termination, the distribution of benefits within coalitions, coalition governance, legislative oversight, intra-coalitional control, and voter perceptions of coalition politics. Furthermore, we study whether and how governments in parliamentary systems affect public policy outputs and outcomes in selected policy areas such as economic, social, and environmental politics.
We cover both theoretical and empirical studies with a focus on current research articles. Methodologically, we primarily focus on quantitative and computational approaches in comparative politics. For their own projects, students can choose the substantive and methodological focus within the subject area of the seminar.
