Voraussetzungen / Organisatorisches
Germany has long been known for its considerably low maternal labour force participation rate, long employment interruptions after childbirth, high part- time rates, and a substantial motherhood penalty. Thus, and in line with EU policy-making, Germany has implemented a major childcare expansion to increase employment among mothers with under-three year old children. During the course of the childcare expansion, childcare attendance rates have increased considerably across Germany, albeit starting from low levels in West Germany. The seminar offers an introduction to the research on non-parental childcare for under-threes, often referred to as Early Childhood Education and Care (ECEC). In the seminar we will, firstly, look at different empirical studies on the effects of formal childcare on early child development. Secondly, we will look at childcare policies in Europe, focusing particularly on the recent expansion in Germany. We will discuss various aspects such as the role of childcare quality, inequalities in access to service providers as well as consequences of childcare take-up such as maternal employment participation. Throughout the course, we will use theoretical core readings as well as empirical research papers applying both cross-sectional and longitudinal research designs. Therefore, prior knowledge of statistics up to the level of ordinary least squares regression (OLS) is assumed.
Examination procedure includes an oral presentation and a seminar paper.
