Voraussetzungen / Organisatorisches
Prerequisites: BA in political science or a comparative qualification (for students with foreign degrees). Basic knowledge of research methods and experience in structuring and writing academic papers. Teaching language is English so sufficiently good English is required.

Assessment/Erwerb eines Leistungsnachweises: Portfolio consisting of a term paper and oral and written reports.

Inhalt
Coalition governments are the norm in parliamentary systems. In multi-party governments, policy-making requires compromise between parties despite their differences in ideologies, agendas and constituencies. A recent example is the current three-party coalition in Germany, which has clashed over several policy decisions, such as the autobahn speed limit or mandatory standards for energy-efficient heating systems. In this seminar, we will review theoretical, empirical and computational research in comparative politics that investigates policy-making in multi-party governments. Topics will include: theories of coalition formation and their assumptions about public policy-making, delegation between government parties and cabinet members, mechanisms to prevent ministerial drift, the influence of legislative institutions to scrutinize cabinet decisions, and voter perception of parties’ policy-making influence.
